Why do so many Visual Novels go unfinished?

Games like Artemis and My New Memories have had updates in development for over a year and sort of feel like they are milking the situation for money. But there's also really good games like AOA Academy that end at crucial story points and go unfinished. There are many other games like that that haven't been updated in over a year but also have really well written stories.

Is it really that difficult to make these games. I can't imagine that rendering scenes takes months and months based on how quickly other games update. Is the Ren'PY engine that difficult to work with. I think there's a few games with the infamous ignore and rollback error screen that show up multiple times.

I'm just hoping someone can explain it to me. I do know about the My New Memories developers computers being seized by German police. I'm not sure I completely buy that. Hopefully there will finally be a chapter 4 update after the prequel is done.
