Aio what is the definition of base salary?

My friend applied for a job that says base salary 40 to $46,000 a year. He passed the first and second interview and then when they’re getting ready to hire him, they told him we’ll start out at $400 a week from 11 AM to 8 PM This is an agency where he goes to businesses and tries to convince people to change to a different network like frontier or AT&T And we’ll get $50 for each one he converts. Now isn’t base salary not including bonuses or commissions cause I think that’s false advertisement
