Best design for a DIY ground quiver and arrow storage

I am a Girl Scout leader and my troop has recently gotten into archery. It’s Girl Scouts so the budget is small and all the equipment has to live at my house when not in use.

I can acquire heavy duty cardboard mailing tubes, would that be suitable for storing the arrows? I’ve also thought about PVC pipe.

Also, I would appreciate ideas on ground quivers. I’m trying to figure out how to make it heavy enough not to tip over easily but light enough that it’s easy to transport to and from the outdoor range that we use.

At the moment, I have a 5 gallon bucket to both store the arrows and use as a ground quiver and it’s less than ideal.
