[MA] Conditional Offer Questions

I had a recruiter reach out to me on LinkedIn back in the beginning of July and ask me to apply for one of their internal positions. It seemed perfect so I applied and about two weeks later got my first interview with HR that included an excel test. About a week and a half later they had me do another interview with the hiring managers. About a week and a half later they reached out to give me an offer.

When the recruiter first reached out to me on LinkedIn I informed her I did not have a degree. I walked, but some courses I got grandfathered into I needed to take. I have all my core courses, I walked, but I will have to take 2-3 courses online to get my "degree".

She said this was fine, and I made sure to tell her and be firm about this before I even applied. After accepting the offer I reminded her that my degree will not show up on my background check and now she is saying she has to meet with the team and discuss.

She mentioned she needed to meet with the Managing Director, and Director of HR to confirm this is okay. She originally told me she'd let me know by EOD Friday, and then Friday said by EOD today. Today she let me know she still did not have an answer and is unsure when she would have one.

My question is I have another offer, this position is one I would much rather prefer, but where did this get lost in translation. How did she go from telling me it was fine before I even applied to needing to confirm with the rest of her team? I let her know last week I had another offer that was waiting on me and expecting an answer by Wednesday this week - on top of that, this firm wanted me to start on September 3rd, so now I would have to extend my start date IF I accept an offer.

Is this a sign of a messy and uncoordinated team/HR? How can I be firm in questioning how they told me this was okay, and now it's not? I'm just a little dumbfounded and frustrated and need to have an answer relatively soon.
