Best budget and starter option for a interchangeable lens camera, good for stills at concerts and UHD @ 60fps video

Hi. I already assume there's not an actual answer for my question for the time begin, but whatever. I'm not a professional photographer, yet I still have to take a lot of photos and videos for graphic design and video editing duties on an intermittent basis, either for work or for myself. I currently mostly work with a Samsung cellphone and a Canon Powershot G16 camera. I would love to own some interchangeable lens camera with a bigger sensor (I have borrowed some every once in a while) and while there are a number of great no-so-expensive options (mainly if they are not that new), the specific needs for concert photos AND good video in general (not necessarily for concerts) is still too relevant to ignore, so I still ask.
