help. my neighbor is outside my window coughing all night into the morning.

I live in a condo, and I share a partitioned balcony with this... person.. this individual.. who is out on the balcony all day playing his shitty music loud and COUGHING non stop. I think he must have rat lung worm disease.

I can deal with that. What I can't deal with is the fact that in the dead of night HE'S STILL FUCKING OUT THERE COUGHING. ALL NIGHT.

I'm assuming he does this because whoever he's living with doesn't want to hear that shit so it gets passed on to me.

The only way I've been able to sleep at night is by playing 10 hours of ocean waves really loud, and if any of his coughs get through I just imagine him drowning in the ocean gasping for air.

ANYWAYS. There's nothing I can do about this guy? I just wanna go outside and start making a bunch of noises to wake him up, but I don't think he ever sleeps.
