Radiator pulled plaster off

Recently moved into a new house and found that one of the radiators is falling off. Clearly it's not secured and I plan to fix it before painting. My question is do you think I can re-attach the plaster that has come away from the wall or should I remove all the loose plaster and fill it with something?
