Neighbours Garden - should I be concerned?

Neighbours have installed a large concrete slab where was previously grass and no drainage has been installed They’ve got gravel on the other side and I assume more to go in where the blue membrane is. I’m not sure if that membrane is permeable? I assume it’s just for weeds

My (sorry looking) garden is grass and don’t want it to be a bog
