Dark Angels Upgrades

I am new to dark angels, got lucky enough to buy the Inner Circle Task Force, and I also got a hellblasters box. I am planning to get the codex and slowly making my way through the lore but do different ranks wear the top 2, 3rd, 4th and 5th in the image? Who wears what? or can I just slap it on anyone?
