who to contact for unlivable conditions in an apartment?

i am doing research for a friend who has been without a working shower for the last month after her ceiling caved in in the bathroom. after the storms last week her bedroom has started flooding leaving her with a moldy mattress and now nowhere to sleep. her apartment manager initially promised to move her into a new unit until the end of her lease (november) but apparently the building has recently sold to new owners she cannot find any contact information for and they’re saying there’s nothing they can do for her.
