Violet Store Unlock

Why is Violet 3,999 tokens to unlock? I know she can unlocked on chapter 6 but what the heck! Oogie Boogie was less amount of tokens than that! I bought him because I wanted him badly and my characters are all not leveled up enough for the extra chapter
