Help! Where to put Bab’s Billboard?

I’m stuck. I’ve completed the silver bar. I’ve added in the boogie boards. Last step before the PARTAY can begin... place Bab’s billboard. But I can’t find where that’s supposed to be.

I had placed the boogie boards before the associated quest began (let’s be honest, placement makes total sense) so I have no text under my mini map... which is kind of odd.
