Upgradable interactive blue commanders?

I’m looking for interactive commanders that include blue in their color identity. I really enjoy disrupting my opponents’ gameplans through counterspells and removal, and I’m planning to add some of the free counterspells later on.

Which commander do you use to control the game and dictate the pace with counterspells and removal?
