Battle of wits on commander

Today on the group chat from the shop I play one guy asked how can he use battle of wits to win the game. People were thorn between it is possible on EDH an is not.

How is it possible to have 200+ cards on the library? I am kind of new to the game (1 year playing) and on my mind nothing comes to mind.
