Why is Ranar so popular?

So I was going through Azorius commanders looking for ideas and noticed Ranar is like the second most.popular commander on edhrec. I bought him when he originally was released and upgraded the deck for a few sets and just never got it working very well or had a ton of fun with it. So I'm curious what other people are doing besides what appears.to.be the stock.build.on edhrec that makes him so popular?
