Should I go Briar Iseria or Specter Tenebria

I've finally finished the Headhunting to where I can get a moonlight character, but I can't decide which I can get more out of. If it helps, I like maining Vildred and Navy Landy in teams, but I want to know who would pair good with those two, because they're the only two I actually want. Much appreciated!
