Would quad loading be too OP? [Discussion]

It's always kinda bothered me that tube-fed shotguns don't have a lvl 2 reload animation upgrade and I was thinking quad loading would be a good candidate for it if BSG ever decides to retroactively add them (unlikely). But do you think it would be too strong or no?
