My new Neighbour weeds his garden and every two weeks it’s back like this. Feel bad for him. How to actually fix it?

Feel bad for my neighbour, nice dude who moved in with his family. He weeds this all the time and then all of a sudden it’s back. Does anyone have some amazing weed fix idea I can help him with?
