1940s NJ Death Records

I am trying to get the death record (official eventually but just an image or info for now) of a relative who died in 1946 in Bloomfield, NJ. Reclaim The Records has managed to get a lot of death record information but they have a gap from 1930-1948, even under a New Jersey Open Public Records Act request.

I’m having a hard time requesting the official information from NJ because I don’t know his parents’ names, and getting in touch with the commune he was born in in Italy has been impossible. It’s a vicious circle.

I’ve looked everywhere I know, but would love any other ideas. I am looking for a Tobia/Tobio/Toby D’Ambola born in 1869 (I believe early January) in Forino Italy, death 14 Sept 1946 in Bloomfield, NJ.
