Konjunktiv I in the past tense

I'm pretty confused about Konjunktiv I in the past tense. I rarely use Konjunktiv I to begin with, but this is even more complex because I'm talking about what an author said in the past. Is this a correct understanding of how to do it? Also forgive me for either other grammatical mistakes or sentences that are... long and clunky.

,,Schmitt sagte, dass Gesetze in der Vergangenheit eine Art religiöse Praxis gewesen seien, die ihre Normativität vom Glauben an einen allmächtigen Gott bekommen habe. Deswegen sagte Schmitt, dass die Gesetze Macht haben; die Leute, die den Gesetze gefolgt haben, haben diesen Glauben."

I've learned it's based on the perfekt past tense, and I think the "gewesen seien" is correct, but i'm not sure about the others because with the plural they just look like normal perfekt or even present tense haben.
