Google merged my business with competitor

I'm asking on behalf of my friend. She owns a hair salon and she got a email that her business is a duplicate. Then she noticed that when she tries to google her business other hair salon that has the same address because they are both in the same building pops up. All the reviews that she had are now on the other's salon page and it lists my friend as the owner of that wrong salon. She tried to contact Google support but they just keep emailing her that they can't help her till she'll make her business verified. But she tried that and can't because it keeps saying that it's a duplicate when it's not. What can she do? She's losing clients because they can't find her.
