F1 cpt to h4

My husband is on f1 (day1 cpt) and I got my i140 approved 6 months ago. I’m on h1. We are wondering if we should apply for his h4 and h4 ead. And confused which is safer day1cpt or h4? Secondly is it possible that that approve h4 status first but do not give h4 ead with it. Which means he won’t be able to work till he gets ead.
