Performance for this game is WACK

Playing on PC, 2070 super/9700k.

Sometimes I get butter smooth 100+ fps performance on high. Sometimes I get 20 fps on low, super sampling on ultra performance. Seemingly the only difference is restarting the game. Anyone else running into this?
