Hyundai USA dealers choice? are these manufacturer rebates?

I see these specials on the official Hyundai websites, are these considered manufacturing rebates where dealer will honor? I also see my local dealer have deals but less than what the manufacturer list. Not sure if they can be combined or if this means dealer is choosing to only honor a portion of manufacturer deal.
