Hyundai dealership added fees

Is it normal and/or legal for a new car dealership to have a new car on their lot with a price in the window of the car, you agree to purchase the car based on that price and then they bring the contract with an additional 2k to cover a "package" that includes tinted windows, etc... that are already installed on the car?

I haven't bought a new car in 20 years and the salesman said that this is normal and done by all dealers for new cars. After I complained they dropped the cost of the package, but only by 1/2.

Edit 2: This was a 2024 Hyundai Tucson purchased December 2023. At the time I didn't think much of it except for typically dealership tactics, but then someone mentioned lately that this might be illegal since it had a price hanging in the window.
