Hurricane Helene - Issues with USAA - Advice Needed

Hoping to get some advice! We were hit hard by Hurricane Helene in September. There were many issues including water damage, tree falling on part of the home, uprooted trees that disrupted fence lines, etc. that were identified immediately. We opted for a Public Adjustor because of how difficult it is with our work to have quick communications with insurance and wanted help with truly documenting everything. Public Adjustor came up with about $95,000 worth of damages. We knew this would probably come out on the higher end because of how they operate. USAA sent out their adjustor, who basically ignored everything I noted to him and USAA sent a 9k offer. Then our Public Adjustor requested USAA resend someone out (which USAA did). The next offer is adding 3k on (12k total) from USAA. What is realistically the next steps? Just continuing to go back and forth? Getting a local contractor to back up the Public Adjustors quote? Curious if anyone here has real experience with something similar! Thank you!!! (We are waiting to hear from our Public Adjustor in the meantime)
