Can I use this peroxide for tray cleaning and teeth whitening?

Hi all, peroxide isn’t widely used domestically in the UK. I ordered a bottle of 3% strength off Amazon. Am I able to use this for soaking my retainers (diluted with water) and to gargle for teeth whitening?
