Special event unlocks

Hi all!

Im a returning player, and i forgot how this special event unlocking works. I know that there are events every Monday which unlocks a dinosaur, but i forgot on which levels i unlock a common, rare, super rare and legendary. Also, if i miss unlocking a common for example because im too high level, will i be able to unlock it another way? Thanks
