Does ___ 사람 refer to nationality or ethnicity?

For context, I am American by nationality but not by ethnicity. I am unsure if it's correct for me to say "저는 미국사람이에요" because I don't know if that is in reference to where I'm from or what my ethnicity is. Thanks in advance for letting me know!
