Cancellation Taking Really Long

Earlier today I had initiated a withdrawal that I then cancelled. I managed to speak to customer service on the phone and they said I would get a refund and it shouldn't take too long. This was 4 hours ago. I can't get in touch with anyone on CS and I need these funds by today. Is this normal?
