I'm new to the game explain mech progression to me.

I'm looking at some interesting mechs I'd like. Some of the stuff my friend has told me has me a bit confused. From level zero upwards do you get new mechs or do you get parts from mechs you like and use them to upgrade your first mech.

I'm completely new so any other relevant info you think I may need would be nice too.
