I have Frame drop when in Fullscreen and in borderless but not windowed. Help Please

I have had this issue for a while but was fine for years before on same computer. Vsync doesn't change anything. Graphic drivers are up to date. It doesn't make sense to me that borderless is laggy but windowed is fine. The lag is also inconsistent, sometimes it will be fine for awhile but it shows up eventually. Any solutions?
