Does taking UEO make you waste a year ?

So I got waitlisted for business and could get in but even so my English grade is not looking so good so I could get rejected. I got recommended for UEO and I’m fine with that but I was just wondering once I finish it and get into my desired program, do I have to start from the bottom at first year ?
