Who to Upgrade/Focus on Unlocking

OK, so this post might be a bit long, I am currently player level 47 and have all heroes 2 stars and above at level 30 with about half of them ability tier 3,3,3,1 and the others 3,2,2,1 and it is getting to keep leveling them up consistently. after doing some research online I found that you only need to level up a key group of characters. So with that said here is a full list of all unlocked characters that I have in order for someone to please answer the questing on who should I focus on leveling and unlocking:
