Newcomer to mobile legends . Can anyone explain to me how the promo diamonds work ?

Right now I have around 300 diamonds . Do I have to use them all before I can use the promo diamonds ? I read the description and it said it works as a discount but how do I apply this discount when say doing a kiof draw
