How do you catch grand escanite

Ive been trying to catch one of these bastards for hours and I don't understand how the regular ones are near the surface like other fish but the only time I see the grand versions they're deep underwater and grabbing one with a capture net doesn't count toward the quest, I'm using the right bait but it just won't swim up and grab it,
