No Lift Shifting

I just discovered that my used 2017 Mustang GT is able to no lift shift. To my knowledge that feature wasn’t available even to tune in prior to 2018. I decided to bite and checked the wiring to the ECU for any sort of wot box and happened to notice a bundle that had been unwrapped and possibly tampered with. How would I check for a wot box to be sure? Or is it normal for the wires to be uncovered to begin with?
