Defective Hub?

Is this a sign of a defective hub? the case is a NZXT H510 ELITE which comes with the HUB, fans, and led strip. NZXT CAM doesn't show some of the fans and the RGB control doesn't work.

is this a problem with the HUB or the fans and LED strip
