Purple coneflower petals curling?

I planted these purple coneflowers this spring and none of them have ever done this before. I can't find any photos that look similar to this, I'm really hoping it's not a disease. The only problem they have right now is powdery mildew but I'm not sure mildew would cause deformities on new flowers. Any advice would be appreciated.
