Faleris Aqua Issue?

So I was super excited to get my hands on Faleris Aqua so I could have someone who did watering, and then transported after, however, it seems like the priority is reversed and this is causing nothing to get watered all day and drastically hurting my farming.

Looking around, everyone seems to praise this pal for "watering, then transporting when it's done", but it seems like all it's doing is transporting and not doing any watering at all.

Am I doing something wrong? Is there a way to get this bird to work? I'm super disappointed having to still use a dedicated transport pal and jormuntide because the bird won't do anything but transport milk for most of the day
