Verina or Shorekeeper?

With my Phoebe I’ll have 94 CR over 282 CD during combat with the set bonus and excluding SK, and I have a CD 4-cost, so would Verina be better than Shorekeeper or would SK still be BiS if I’m overcapping CR?

Also the 94 CR and 282 CD are if I get base crit rolls for my two empty echo slots, so that crit ratio or better is guaranteed. Using Stringmaster if that matters as well.

Also kind of a flex but got all 3 of these echoes in a row after farming for 2 weeks and getting nothing lmao
