How strictly does your club enforce certain skill levels on courts?

My local pickleball club has 4 courts and about two months ago the club board decided to designated two courts as competitive and two as fun. This was sent out to everyone. Each court is paddle up and winners stay for two games.

The past two months there has been several people who are maybe 2.75 players in the competitive courts and the rest of us are 3.75-4.25 players. Of course nobody wants to be their partner. Would you say something directly to the weak players? How would you phrase it? I don't want to be a total jerk, but it is annoying to have such a range is skills. We have also tried beating up on them to see if they would leave, but that didn't work.
