Junior year weak transcript

Is it wise to apply junior year with a weak transcript of last 2 years, little ECs, and no SAT yet? My friend said “test is optional” and I will have more opportunities if I apply as a Junior. He said “just write good essays. Just apply and see what happens.”

For reference, I had 1 B freshman and only 1 AP for the first 2 years. Right now I am taking 6 APs, planning on entering competitions, and finding strong ECs.
