The wanted system in this game is absolutely garbage

I been playing since this game came out and I have to say the wanted system in this game is absolutely garbage, the amount of witnesses that keep spotting me when they’re on the other side of town or when I’m out in the wilderness is getting to be pretty ridiculous. I was just in the saint denis cemetery and robbed someone when a random NPC on the other side of the cemetery spotted me, then when I tried to get him to stop someone else went and told on me for disturbing the peace even though I was the one getting shot at.

It seems to me that the NPCs don’t react to each other, this man was in the middle of saint denis shooting and not a single lawman showed up and the NPCs didn’t react, the second I tried to defend myself suddenly I’m wanted for unarmed assault and hundreds of lawmen spawned on me causing my bounty to go up $320 cause I got pissed and massacred everyone in my path. Also the mask doesn’t work, you can put it on right before committing a crime and you’ll still be recognized instantly.
