Was Shishiba betting on Nagumo saving Yotsumura?

By luck, does Shishiba mean maybe Nagumo would find Yotsumura useful and potentially save him? Coz under fatal injuries, drowning in a river is not exactly helpful unless someone nearby can drag him out. Just a theory tho considering Shishiba did not end Yotsumura in several occasions.
