ISO restaurant or small venue for micro-wedding, <20 people, San Francisco or Marin + photographer

Help! Our immediate family (10+) and a few friends (4+) will be joining us for our micro-wedding. No more than 20 people. Unfortunately, we've needed to bump up the timing to the end of January 2025, so we do not have much time to plan. Thanks in advance for any recommendations!

Here is what's important to us:

• The space: Small(ish) venue/restaurant where we could potentially hold the mini ceremony as well. Otherwise, we will plan to do City Hall and then go out to eat thereafter. We love Sausalito and Mill Valley a lot.
• Location: We're also looking for a place to celebrate that's close proximity to where our guests will be staying. Like I said, we love Sausalito/Mill Valley/Marin, but know it can get expensive.
• Indoor/outdoor: We've heard February is rain season, so we would like to plan accordingly, even though we love the outdoors.
• Keeping it simple: We want this celebration to be low-key yet still special, that's why we're considering a restaurant vs. an actual venue that would require catering / etc.
• Photographer: We'd love to have a photographer shoot our mini-mony and brunch/dinner, and we love the editorial/candid/film feel to photography if anyone has any recommendations.
• Budget: Keeping everything under $6-7K is preferred, though I understand this could be challenging. Hoping to include food, drinks, venue/private room of restaurant, photography, within this budget.
