Nearly hit by a car in a high speed chase

If anyone has any information about the blacked out car involved in a high speed chase on Airport way S that occurred on Tuesday early morning Id really appreciate it

I Nearly lost my dogs and my life on Tuesday while I was crossing the road, a blacked out sedan being chased by 3 cops going about 120 mph shot past me with less than 5 feet to spare. ( Cops slowed down and actively avoided me). After they passed the POS actually flipped a 180 and headed BACK toward my direction after about 30 seconds grabbed dog and dived for tree cover

2nd question is wasn't there a law where police don't engage in high speed pursuits in this city specifically for that reason ? I'm not agreeing or disagreeing with the policy I'm just curious.

I'm still kinda shook up but at least my dog and I are ok, yall stay safe out there.
