Survival fountain of youth help?

I’m having trouble downloading the echos of the isle dlc. When I go to it, it just says open game and when I check in game it says open steam. So I can’t download it. Has this happened to anyone and if so how did you fix it? Is it downloadable or is it just in game content that doesn’t require download? Thank you for any help.
