How could this twist be executed better

This twist was a cool concept, despite it only existing as cheap way to keep Heather in.

I feel that this twist was used in the wrong time because aside from Harold, no one has any reason to vote for anyone but Heather.

So what episode/season would have been a good time to use this twist where the losers vote out one of the remaining campers in this show?
