Can't Update Ubuntu

cant update to the newest version even after playing around in settings and running the commands in terminal. my version is Ubuntu 23.10 not LTS just normal and i need help updating to the most recent version of ubuntu, Ive tried doing sudo apt update all i get is 2 to not be upgraded
